RUSSIAN BOGATYR Award
Sponsored by Shcherbinovsky radioamateur club in honor of the great Russian wrestler and athlete Ivan Poddubny. He was born in the Ukraine, and during 40 years of wrestling career did not lose a fight. He was named as "Champion of Champions", died in 1949 and buried in Yeisk Krasnodarsky kray.
Earn a total of 78 points based on the table below:

Russian Castles Award
Awarded for making contacts from listed castles and fortresses of Russia on or after 1 January 2006 on all bands and modes. The contacts must have been made from stations operating within a radius of not more than one Kilometer of the castle and be located on territory of the Russian Federation. The sponsor has prepared a list of valid castles and fortresses which is located on their website shown below. Each valid station may be contacted one time. SWL OK.
The basic award is issued for contacting 15 stations, and endorsement stickers are available for 30 and 45. A special plaque is awarded for contacting 60. Include the castle number with your application. This is found on the official list of Castles on their website.
Award also available to stations who make at least 100 contacts from each valid castle. The basic award is for 5 and endorsement stickers available for 10 and 15, with a plaque for 20 or more.
The fee for the basic award is 100R for Russians, $US4 or 6 IRC for CIS country amateurs and $US7 or 10 IRC for all others. Endorsement fees are 30R for Russians, $US1.50 for CIS and $US2 for all others. Fee for the plaque is $US35 for Russians, $38 for CIS and $US42 for all others.

The "We Remember" Diploma
This award commemorates those cities and towns which achieved the designation of "Cities of Heroes" and "Cities of Military Glory" for their efforts during World War II (The Great Patriotic War 1941-1945). The award may be earned by making contact with 15 stations in these cities. You may contact more than one station using the mode of CW in any of these cities on or after May 9, 1945.
The award is available free of charge if you accept delivery of an electronic image that may be printed in your shack. It is also available in printed format at an extra charge.

Russian CW Club (R-CW-C) Series
FLYING DUTCHMAN Awards
A series of awards are available from the Russian CW Club for making contacts with maritime mobile stations throughout the world using the CW mode. 12 separate awards are offered for having made 5, 10, 15, 20, 30, 40, 50, 60, 70, 80, 90, 100 amateur radio stations of any countries located on ships at sea /MM.
Contacts are effective back to 1 January 2000, using all bands, including WARD. All the QSOs must be with different shipboard stations. Diplomas are issued free of charge in electronic form.
No QSL cards are needed, just your list of QSO data. As the rules state: "everything is based on honesty and decency of radio amateurs.
Apply via e-mail with the list of contacts being in any common format: Cabrillo, adi, txt, Excel, or MS Word. The title of your e-mail application should consist of your call sign and the name of the award, for example if RA4CEW applies for the basic level, the subject line of his e-mail would read : RA4CEW_FD_5.txt. RUSSIAN DIGI DIPLOMA
Diploma is founded by Moscow club "MsstvS " to promote digital forms of amateur radio communication. Make contacts as of 1 November 2005 using digital modes. At least 50% of the points earned must be made with Russian amateurs.
Each 2-way digital contact = 2 points.
Each 2-way digital contact with Russia = 4 points
Each 2-way digital contact with member of club "MsstvS " = 8 points
Each 2-way digital contact with stations R3 ATV, RK 3 F = 15 points
The award is available in three levels:
Third Class: Earn 120 points for PSK contacts (including BPSK, QPSK, -31, -63, -125, -250)
Earn 120 points for RTTY contacts (including RTTY, MTTY), 100 points for MFSK (including MFSK-16 and MFSK-8), 75 points for HELL and a total of 50 points using other digital forms including MT63, THROB, AMTOR, PACTOR, DigSSTV or others.
Second class: using 3 digital modes, earn a total of 150 points, with not less than 30 points for each such mode.
First Class: (GOLD) Using not less than 5 digital modes, earn a total of 250 points, with not less than 25 points for each such mode.
Contacts with the same station are permitted as long as they are on different bands and digital modes. Contacts with the same station may be used for all levels of the award.

Sponsored by the "Tambov Award Group" and available to amateurs and SWLs for contacting various districts of Russia under the official RDA list. The basic award is available for 100 districts of Russia. Separate awards for the following levels:

EXTREME MEMBERS Award
The award is sponsored by the Radio sports federation of Nakhodka city district and the club "RUSSIAN EXTREME".
The award is available in 4 levels:
1.Bronze - Contact at least five members of the Russian Extreme club or one QSO with their club station operating portable as RX0L / p (ex RX0LYP / p).

Nakhodna City Diploma
This Diploma is established in honor of the city of Nakhodka. The city is located in the southernmost city in the east of the country. Located on the banks of Nakhodka Bay, Sea of Japan.
To earn the award, it is necessary in the course of the year, beginning on May 18 of this year to 18 May of the next following year, to make radio contact with 5 hams of the Nakhodka city district.

Russian Lakes Award
The "Russian Lakes" Award (RLA) has been instituted by the RZ1CWC Team and will be issued to any amateur radio operator or SWL for two-way QSO or SWL-report with radio stations operating from lakes and impoundments located on territory of the Russian Federation. Valid lakes must be designated on a map in scale 1:50000, have a proper name and cover an area not less than one square kilometre. All QSOs/SWLs with /MM radiostaions, radiostaions located on reservoir's islands or in coastal edge (no more than 100 meters from reservoir) are valid.
Each reservoir has identification number "RL" (Russian Lake) + Russian oblast abbreviation + serial number starting from 001. For example: RL-LO-001, RL-KL-002 etc.
Some reservoirs can have several numbers as they are located in different areas (krai, oblast, republic). For example, Lake Baikal is located in Irkutsk oblast and Republic Buryatiya, and accordingly it has two identifiers - IR and BU. In this case Lake Baikal will have two numbers, for example, IR-001 and BU-001 but to be valid as one reservoir. This will be specified in the list of the activated lakes (see below). QSOs/SWLs since January, 1st, 2009 are valid. There are no restrictions by bands and kind of mode. Each reservoir is valid only once.
There are three classes of the award:
o Class 1 - 30 different reservoirs;
o Class 2 - 15 different reservoirs;
o Class 3 - 5 different reservoirs.
o Honour Roll - 100 different reservoirs

RUSSIAN BALTICA AWARD
The Russian Baltica Award has been instituted by Russian Robinson Club and will be issued to any amateur radio operator or SWL who can provide confirmation of contacts with (or reports from) Russia's Baltic Sea Islands. Islands and groups of islands qualifying for the award are listed on their website. There are three classes:
The application must be based on the received QSL cards and be signed by two licensed amateurs verifying that QSL cards for all contacts as listed have been seen. The RBA manager reserves the right to request any specific cards to satisfy any doubt whatsoever.
Certificate: Russia 100 rubles, CIS $US6, all others $US8.
The application should be sent to RN1CW.

RUSSIAN INTERNAL ISLANDS AWARD
Contact stations on Russian Internal Islands (INTERNAL means - the islands have to be located on the rivers, lakes, reservoirs of Russia Islands which are located on the ocean, the Samara and Rybinskom reservoirs, Lakes Baikal, Ladoga, Onega and Chudskoe are not counted for this award.) Contacts only since 1 July 2003.

The "originals" of QSLs are required for RIIA Honor Roll. The application must be based on the received QSL cards photocopies of which (both sides) must be sent along with the application. Sending scans of the QSL cards to the manager by e-mail (or by post) are OK. .
RUSSIAN FLORA FAUNA AWARD
Given for QSO/SWL with radio stations situated on the territory of the Russian nature reserves and national parks:
Requirements for all applicants:
o 3 class: 5 reserves and parks
o 2 class: 10 reserves and parks
o 1 class: 20 reserves and parks
Honor Roll: 30 reserves and parks.
A separate award is available for activators - see website for details. List of nature reserves and national park is found on their Internet site. QSOs counts since 1.1.2000. Application requires photocopies of QSLs. You may also email scans of the QSL cards to award manager. When applying for the Honour Roll Plaque, the original QSL cards have to be sent along with an application. Applications for the awards and Honour Roll Trophy should be sent to award-manager RU3GN.
Certificate: Russians 100 rubles, CIS 120 rubles, all others 7€ or 10 IRC.
Honor Roll Plaque: Russians 1100 rubles, CIS 1200 rubles, all others 37€.

The Rybinsk Award
Awarded to all radio amateurs for contacting different stations in the city of Rybinsk and the Rybinsk area of the Yaroslavl region in Russian District Award (RDA ) areas YR-09 and YR-25.
a. each QSO with an individual radio station in these areas = 5 points
b. each QSO with club stations in these areas = 10 points
c. each QSO with special event and memorial radio stations in these areas = 20 points.

ISLANDS OF SEA OF RYBINSK
This is a wooden plaque "Islands of Sea of Rybinsk", sponsored by the Rybinsk DX Group and may be awarded to all licensed radio amateurs, for radio contacts with the amateur radio stations operating from islands of the Rybinsk water basin (a group of islands RR-22 under the list of the Russian national island program of club "Russian Robinson" (RRA).
The plaque has three levels which are awarded for different level of achievements. The requirements are for 2-way contacts with stations operating from island group, therefore the same station may be contacted from different islands, or was used with different expeditions (for different calendar years, or sthe same station worked from different islands.
Class 3 - 10 QSO / 10 islands
Class 2 - 20 QSO / 15 islands
Class 1 - 30 QSO / 20 islands
Excellence - 75 % of all valid islands activated at the time of application.
All bands (including WARC), all modes and dates of contact are permitted. with radio stations working from the water area of the Rybinsk water basin (on QSL there should be a corresponding text naming the area or showing the RDA (Russian District Award code) specified. The plaque may be endorsed for all one mode or band. The numbering of plaques will not be affected by endorsement status. Activators may earn the award by activating the same numbers of valid islands.
Submit list of contacts in a GCR list, certified by signatures of two radio amateurs having individual call signs or of local radio club together with payment of cost of a plaquette. QSLs are not required. Stations living in remote districts and experiencing difficulty with verifying the QSO data, may send their application without its certification, but must be prepared to submit cards on request of the sponsor. The diploma is sponsored by the Regional office of SRR across the Yaroslavl region to commemorate the space flight on June 16-19, 1963 of the East-6 spaceship piloted by first female astronaut Valentina Vladimirovna Tereshkova, whose call sign was "Tea".
For obtaining the diploma it is necessary to earn during one year (starting in June 16 of the current year to June 16 of the next year) the sum of points equal to number of years which have passed since 1963, the year of her flight.

B. Each contact with radio amateur station of the Tutayevsky area, of the Yaroslavl region, V.V.Tereshkova's homeland = 3 points

F. Contacts by different modes from the same station are valid for the award. Repetitions are allowed on different band including WARC and VHF.
G. For contacts with radio stations of the Yaroslavl region, made on HF bands, and also during special days of activity of the Yaroslavl region (since June 16 within one week) and competitions "Tereshkova's Cup", points count double.
H. SILVER CAMEL Award
Sponsored by the radio amateurs of Magnitogorsk city and Chelyabinskaya oblast and the territories which are a part of the Chelyabinskaya oblast. The award’s design is taken from historical coats of arms and features a silver camel carrying a load of gold. Other symbols reflect the wealth of this area: the rich metallic heritage: metallurigists, machine engineers, foundry industry and the power of an industrially developed region. The gold in the arms allegorically shows the unique South-Ural nature, inexhaustible riches of the earth.

Contact stations located in the Smolenskaya oblast (the birthplace of the Admiral), Arkhangelsk, St-Petersburg, Kronstadt, and Sevastopol (places of navy service). The number of QSO's with Smolenskaya oblast must be no less 50% of total QSO's. All bands and modes OK. Every station counts only once. QSO's on and after Jan 1 2002.
European and Asian
HAMs must work 10 QSO's. Other continents - 5 QSO's.
160 meters and CW QSO's count double. On RTTY - only 4 QSO's are needed.

General Requirements: These are additional awards offered by the Smolensk Radio Club, Smolensk PO CPP, subsidiary of MEI (TU) in Smolensk, a youth center, the Admiral Nakhimov Smolensk Museum, the amateur radio club Gagarin, and the amateur radio club of Vyazma. Basil Terkin Diploma
Issued in honor of the 100th anniversary of the Russian composer, Tvardovsky Twardowski. During any calendar year (January 1 to December 31), earn at least 100 points by contacting stations / SWL in the Smolensk Region (R3L, RA3L-RZ3L, UA3L-UE3L). All contacts must be with different stations.
1. Special stations operating in the Smolensk Region: RP3L, UE3L as well as RK1G and R41WP = 25 points.
2. Stations UA3LID/P, RZ3LF, RZ3LG operating from RDA SM-18, the homeland of A.T. Twardowski = 15 points.

Diploma "Sochi - the dark night" is offered by the Federation of Radio Sochi. The award is available in three levels for making contacts with stations located in the city of Scohi: 50, 75 and 100 QSOs/SWL’s. The award is earned by contacting at least 100 different prefixes of amateurs of Russia made on or after 1 January 1989. This may be endorsed for all SSB, CW or a single band. All QSOs must have been made from one country.

A plaque is offered to any station confirming at least 1000-QSOs with amateurs all over the world which have different prefixes in the call sign. The plaque may be issued for contacts all SSB, CW and one Band.

Vasily Nikitich Tatischev Diploma
The "Vasily Nikitich Tatischev" diploma was established in 2013 in honor of Vasily Nikitich Tatischev, the founder of the Russian cities of Stavropol (today called Tolyatti), Yekaterinburg and Perm.
Vasily Nikitich Tatischev (1686-1750) was considered an outstanding statesman, historian and geographer. He was the head of the mining industry of the Urals in Siberia from 1720 - 1722 and 1734 - 1739. He also was the first researcher of the nature of Central Ural and South Ural areas, and entered into science the concept of the "Ural Mountains".

The Diploma "TOGLIATTI" was created in 2015 by a group of amateur radio operators in the city of Togliatti. The city was originally founded on the banks of the Volga River in 1737 and was named Stavropol. On August 28, 1964 the city of Stavropol was renamed to the city of Togliatti.
The name Togliatti was given to the city in honor of Palmiro Togliatti, an Italian politician and the leader of the Italian Communist Party who was instrumental in establishing the AutoVAZ (Lada) automobile manufacturing plant in collaboration with Fiat. Contacts for this award are effective on or after 28 August 1964.

The Tomsk Regional Branch of the RAF has established a diploma "Tomsk State University", which is given to amateurs all over the world for conducting wireless communications with amateur stations in the Tomsk region. Earn the award by collecting the number of points equal to the number of years from that the Tomsk State University began (1878) until the present year. For example 135 points in 2013 and 136 points in 2014, etc. Contacts on or after January 1, 2012.

The "TULA" Diploma
This award was developed by the Tula Radio Club in the honor of the founding of the city of Tula in the year 1146. All contacts used for the award must be different, the same station on different modes or bands does NOT count for additional points.
HF - each QSO with a station in the Tula Region = 10 points. Each district in
the Tula region which is contacted acts counts as one point in the multiplier.
The 1146 points is multiplied by the QSO points times the number of districts
worked. (For example, 50 qso’s X 23 districts = 1150 points, enough to earn
VHF - the 1146 points needed will be 0.5 points X each kilometer distance to the Tula station.

The TU-16 Badger Award
TU-16 is one of the best long-haul bombers in the world. 1,511 of these were produced from 1953 to 1964. The TU-16 was in use by the Soviet Air Force right up to the early 90s. TU-16 was exported to Egypt, Iraq, and Indonesia and also was reproduced in China (the CPR). The NATO designation was "Badger".

The Tyumen Diploma
The diploma is issued by the PO CPP of the Tyumen Region in the development of radio, increasing the activity of radio amateurs of Tyumen and the Tyumen region, and increasing interest in the city and to the region. It is issued for conducting two-way radio contacts or SWL with amateur stations of Tyumen and the Tyumen region to all radio amateurs. The award may be earned each year, starting in 2015 by earning points representing the number of years anniversary of Tyumen, and increasing by one each year after that. For example,applicants are required to earn 429 points in 2015, then 430 points in 2006, etc.
Bands: 160, 80, 40, 30, 20, 17, 15, 12, 10 meters and VHF (2m, 70cm).
Modes: Phone, CW, and DIGITAL may be used.
QSOs made on amateur HF bands (160m, 80m, 40m, 30m, 20m, 17m, 15m, 12m, 10m), or VHF (2m 70cm) using any kind of radiation (PHone, CW, DIGItal). Same station may be worked on different bands or one band , and using different modes CW, SSB, DIGITAL (all digital types are counted as one species, SSB AM FM counted as PHone). SWLs may earn the award on same basis as licensed amateurs.
On special days of activity, (festival city, c July 13 to July 26), points are doubled.
1. radio club stations (eg RK9LWA) located in Tyumen need 75 points
2. radio stations operating from schools need 50 points
3. QSOs with individual stations of Tyumen need 20 points for communication.
4. VHF stations of the Tyumen region need 15 points.

The applicant must earn during the year 1,964 points. The "year" being measured for the award begins with the first valid QSO you make for the first contact that will be used in your application. Flows The Volga River
The Volga River is the largest river in Europe. This is the biggest river not flowing into the sea. The Volga basin is home to 2/3 of the population of Russia. It is the source of the Valdai Hills at a height of 256 meters above sea level. The famous writer Alexandre Dumas: wrote "Each country has its own national river. Russia has the Volga - the largest in Europe, the queen of our rivers - and I hastened to bow to Her Majesty the Volga River!

The battle of Stalingrad lasted a brutal 200 days and nights becoming a turning point in World War II. The award is issued in electronic and paper format.

World Castles Award Program
This award has been instituted by the founders of the "Castles On The Air-Russia" (COTA-Russia) program, and by participation of national fortress awards programs of Belgium, Germany, Netherlands, Russia, Czech Republic, Italy, France, Switzerland, Ukraine, Poland, Slovakia and Belarus. It’s purpose is to provide a new program to recognize the activation and working of fortresses, castles, forts from all over the world.
Issued to any licensed radio-amateur or SWL who submits proof of radio contact with 100, 200, 300, 500, 700, 1000, 1500, 2000, 2500 fortresses from not less than 3 countries which participate of the program. The Highest level award "HONOUR ROLL" is issued for confirmed QSOs with 3000 fortresses and a special prize - "TROPHY" for contact with 5000 fortresses.
Contacts with objects recognized by any of the national fortress programs are valid: BCA, CASHOTA, CCA, COTA-DL, COTA-NL COTA-RU, DFCF, DCI, DCS, Ukraine Castles, Zamki w Polsce, SCA, CPBA. Each object may only be worked one time. QSO/SWL are valid since January 1st. 1995 on any bands (including WARC) by any modes.

World Fauna Flora Award Series
General Requirements: This is a program requiring contacts (SWL OK) with stations operating from National Parks and Nature Reserves worldwide on or after 1 July 2008. The parks and preserves must have been listed in their official listing of recognized locations at the time your QSO was made. The sponsor’s website listed below allows you to download a XLS listing for use on your own computer. Each contact must be with a different park or reserve regardless of whether the contact is made by different modes or on different bands. All contacts must have been made from the same DXCC country. All bands OK.
You may apply by e-mail or by regular mail. Send a list containing all QSO data plus the name and official WFF check number (two letter country code and 2 or 3 digits representing the sequence number of the park, such as FF-01.). The actual card, or a photo copy showing the front and back sides must be submitted unless the contact is made with a station or expedition which has provided the sponsor with a copy of their electronic logs, in which case you should note this in your application to save mailing costs.
A separate set of rules applies to the activators of parks and reserves. See their website for details. Look for expedition activity on 14244 and 14044. A special activity week is planned during the first week in July of each year. Sponsor reserves the right to examine any card.
It is recommended that you visit the sponsors website due to the length and complexity of the program. This is a developing program, and the sponsor is still looking for data from many countries regarding parks and preserves which will qualify under their rules.

This series of plaques is sponsored by the RDXG, and is available to all licensed radio amateurs for contacting different areas of the Yaroslavl region and to encourage activization of these areas under the Russian District Award (RDA) program.

bilaterial QSO with different areas of the Yaroslavl region:

Requirement: Make 38 QSOs with stations located in the Ryazan region (R3S). This is a permanent award. There is one required contact: QSO with at least one radio radio amateur living in the Shilovsky Municipal District of the Ryazan region (#RDA: RA-32).
Repeated contacts are permitted on different bands and modes for purposes of earning the award. During the special activity period of Ryazan radio amateurs (from October 01 to 07 October every year) each QSO counts as three (3) QSOs. Contacts made from club or special station count for both the club and the operator. The individual operator or club can use any legal call sign. All stations must be operated in accordance with their license. Contacts may be made from any QTH within a country on the DXCC list. Confirmations from the SWL / DMS observers are accepted as confirmed QSO.

The Diploma "73" was established by the Moscow city branch of the Union of Russian Radio Federation of radio in Moscow in order to promote amateur radio.
Diploma "73" will be awarded for making two-way QSO (SWL OK) with amateur radio in 73-cities which are the administrative centers (capitals) of any of the 83 subjects of the Russian Federation. (*)
Plaquette "73" will be awarded to the applicant for making two way contacts (SWL OK) with amateur radio stations in 73-cities - the administrative centers (capitals) of the subjects of the Russian Federation using just one amateur band, or using just one type of emission. A QSO / SWL with the city of Moscow is mandatory.
All bands and modes OK. Contacts on or after 1 January 1992 (the year of the formation of the Union of Russian amateurs). Send log extract of contact data in chronological order and sent in a separate text file format using Word (preferably). The certificate is sent as an image file whicy you may print yourself. Send it to the Award Manager at CPP IHO e-mail address firstname.lastname@example.org . Contacts which are confirmed by electronic services LoTW, eQSL, HRDLog and others may be used. .
Data required is as follows: The heading of the application for the Diploma must include: surname, name of the applicant, call sign, QTH, country of residence, the date of the application form, your e-mail address, comments, suggestions, proposals. After the manager checks the data, the electronic version of the diploma, of a high-quality print file will be sent to the specified e-mail address. Diploma "73" will be sent free of charge.
The Plaque will be ordered individually for each applicant. The cost of plaques will have to be confirmed from the manufacturer at the time of the application. The award manager will arrange for ordering the plaque and receiving funds from the applicant.

300 Years of Tsarskoe Selo Award
Sponsored by the ALRS, St.-Petersburg, to commemorate the 300th jubilee of Puskin City (former Tsarskoe Selo). This city was the residence of Russian emperors and now is protected as world heritage site by UNESCO. This is a permanent award which may be claimed by any HAM who earns at least 300 points for QSOs according next rules:
a. Each contact with R300P and R300FF = 150 points;
b. Each contact with a station from the Pushkin district of St.-Petersburg (RDA SP-18, R1AZ, RA1AFK, RA1ALW, RA1AOB, RK1AR, RN1AN, RN1AW, RP65F, RX1AO, UA1ABE, UA1ACP, UA1ACQ, UA1ADZ, UA1AEF, UA1AEH, UA1AP, UA1ARF, UA2FFX/1 = 25 points;

On and after Jan 1 2007 earn a total of 3885 points (777 points on each of 5 bands HF bands of your choice (any bands including WARC). Separate awards for CW and SSB. All QSL card must be in possession. In Club activity days points are doubled. Fee for the award is: CIS - 250 rubles, DX - 350 rubles.
On and after Nov 1 2003 make contacts with 100 Club 777 members, and any HAM's in 50 other oblasts. QSO's with 10 oblasts in which are registered club members are obligatory. Any band, any mode. No time limit. The application must include the call sign, name of the oblast's and club members number.

SPECIAL NOTICE - RUSSIA AND COUNTRIES OF THE COMMONWEALTH OF INDEPENDANT STATES
n January 1st 1992, and after a period of about 75 years, the USSR ceased to exist. The Commonwealth of Independant States (CIS) which is the successorstate that replaced the USSR is a loose confederation of Russia, the Ukraine, Belarus and a few, but not all of the previous countries.
For several years, starting in the late 1980's, the effects of Glasnost and Perestroika helped to add several hundred awards to this book. Judging from the mail I receive, it's clear that our Russian friends have always enjoyed awards hunting.
Recent political upheaval is, unfortunately, taking a serious social and economic toll on the average ham/SWL as the move to a market based economy has disrupted many aspects of Russian life.
One of the bad side effects of these historic events is a temporary (we hope) disruption of mail services. Not all mail that enters the country is delivered. Especially if it comes from overseas and looks as if it might contain valuables (currency / IRCs).
The Russians know it's happening. They've written warnings about this. They've complained to the postal officials openly.
What do we do about these interesting and colorful awards? Some tips, not necessarily in the order of precedence:
1. Write or use e-mail in advance. Ask if the award is still being offered and if the
sponsor has made special arrangements with a friend in a "safer"
country to receive the fees.
2. Get a supply of the European size letter envelope. Foreign non-standard envelopes are too prominent.
3. Don't use colorful stamps - this may attract the wrong kind of attention.
4. Use Registered Mail - yes, I know it's expensive.
5. Wrap IRCs or currency in carbon paper cut to the exact size of the letter.
6. Postpone applications until the situation improves.
I guess #6 is my last in order of preference. I continue to receive mail from award sources and correspondents in the CIS and they are thrilled at the recent events. They aren't giving in to a few dishonest mail pilferers. We shouldn't either.Mail service from Russia has improved and I am regularly receiving award samples via mail. Several well known QSL printing operations are also located in Russia, and shipments have been excellent. You still might want to write in advance to the sponsor, asking not only if the award is still being issued, but also whether they have made arrangements with friends in countries with "safer" postal systems for sending monies/IRCs. A one sheet letter from you (carbon paper hiding an IRC) is suggested to prevent tampering. Also, many Russians have e-mail, and known addresses are shown in my Directory. Or you can use any of the online services to get an e-mail address. Please write to me about your results. I will remove awards if you don't get a response. At least internally, I note that Russians are issuing large numbers of great looking certificates, and I will continue to try to get data for you.
